Maybe it is simple. Perhaps they try to extort personal or campaign funds from people found in the documents. Those who pay up get their pages held back. Those who don't get their pages sent on. It takes a while to make such deals.
Will it even matter how "we the people" actually vote in this next election? I imagine if all the interference plans don't work, the obstruction to actually allowing the government to operate at all, by Constitutional intent, will be in full force.
