Vanguard Says Minority Of High-Speed Traders May Abuse
I can imagine one guy walking into a bank, holding it up and walking away with a majority of the banks desposits. Sometimes one is all it takes.
Having access to exploit (front run) the trading system, by its very definition, implies a minority to me. Put a small hole in a gas tank or the space shuttle and see if a small breach of the system harms the entire system. Anything less than 100% fair price trades is unexceptable.
