Canada/EU Weeks Away From Historic Free Trade Deal

I used to live in Canada, a couple of different times, and there is some sort of Cabinet Minister who must assure that in newspapers, magazines, tv, radio, etc. etc. etc. there is "X" amount of CANADIAN content. I wonder how that's been factored-in.
