  • As a city attorney in a boom town told me when I was on the city council "tenements are the cheapest form of housing." .
    This is the perfect business model really: buy cheap, invest the minimum, do the minimum, depreciate whenever possible, sell to the next investor looking for a tax break. Pure capitalism.
    Slumlords have always been flexible, and slums don't have to be vertical.
