People and their priorities. Jayzuz. Systems and institutions have no priorities. Laws and regulations, when seen as One Big Picture--- written and implemented by humans--- demonstrate a society's priorities. And demonstrate what will be permitted or not permitted. And clearly, there are people with way too much goddam money to play with.
