Imagine if more states decide to do this and institute similar policies with health care. A state like Indiana, with labor shortages might attract/retain more talent, building a stronger tax base. Such a program could impose restrictions that encourage dual income households, raising labor participation rates. Encouraging more people to re-enter the workforce.
If jobs are going to be re-shored, maybe this is something to consider in view of labor shortfalls.
