40% is a tough goal. US don’t have enough skilled engineers (not workers) for semiconductor manufacturing. With the strict immigration policy, US is shooting themselves in the foot.
With an eye to this administrations mercurial/chaotic nature, why would Taiwan put that many eggs in one basket? Then they would have to deal with ever-changing ridiculous tampering. Rules, tariffs, threats, more rules...
Meanwhile, in an environment of chip shortages, they can sell everything that they produce. And they must know that once they made these huge changes, the administration's real goal would be to supplant them, as soon as they possibly could, with U.S. based companies. Possibly with U.S. taxpayer-funded incentives.
I would think that maintaining production in Taiwan is also a security measure for the country itself. The more reliant the US is on Taiwanese output, the more likely the US might step up if China gets frisky.
